All of the sources seem to be evaluating the situation, as it stands, each giving their professional take on it. Each person clearly expresses (together) a lack of knowledge regarding how the Title I funds work altogether and how to sort through this mess.
Audience and Agenda: This article addresses an audience specifically in the San Diego area as the issues covered in the newspaper are in accordance to things going on in San Diego. This is a nonprofit newspaper and thus depends fully on donations by citizens or corporations looking to advertise.
Usefulness: This source is useful in exposing a potential break down of the current nature of Title I funds, which are shifted to wherever schools, with no accountability, want to put it. The idea this article is calling out for is more federally regulated functioning to help hold schools accountable in order to maintain the integrity of the Title I funds. However, as stated in the article, the federal government seemingly supports the misspending of San Diego and not pushing to hold them accountable for such misappropriations. Such information is very important to my question because it shows the inadequacy of all sides in the Title I fund equation. I appreciate the journalistic approach to this topic as it really went all out in providing a plethora of sources on all sides of this problem. I plan to use this information as an example of what is wrong with not supervising closely when you are handing out money to programs—specifically the Title I funds.
