Support:  No real support is given but references are made to where exactly this bill will amend.  Subpart1 of part A of Title I of the Elementary and Secondary Education Act of 1965.  This is to give direct relevance as to where this amendment would be taking place.

Audience and Agenda:  The audience is the Senate of the United States.  This is a bill that must go through the House of Representatives, Senate and signed by the President of the United States in order to become a law.  This is a very specific audience and is put up on this site to keep the citizens of America informed of what is going on in the administration as President Obama gets going at the beginning his presidency.

Usefulness:  The document is not in its final stages; thus, the relevance may be particularly weak because it is far from becoming a law. However, the proposed bill is useful in exploring how the Title I funds might be changed up.  This brings my question to the present administration and gives it value.  I plan on keeping an eye on this development as it proceeds because it appears they are looking to make some adjustments.  The way the adjustments are being made are going to be a good way to relate the GAO evaluations of the past structure to see if they are taken into consideration as modifications are made.
