Support: 2008 Fiscal Survey of States. This source is used to provide further information on states remaining exempt from cuts or drastically reducing cuts in the current fiscal year.
NEA (2008) Ranking and Estimates to provide a source of how certain figures were obtained to calculate spending and cuts.
Plecki: Teacher Retention and Mobility: A look inside and across districts and schools in Washington State. This source is used to provide a source of how percentages were obtained in order to give accuracy.
The sources here are working to give accuracy in the derivations of calculations and statistics through research the author did not personally perform. Each source is documenting a specific value or set of values that are taking into account the necessary elements needed to figure out the empirical data this report is trying to provide. Without these sources the value of this article would be restrained in its accuracy unless the data was achieved through personal research by the author.
Audience and Agenda: The intended audience is people interested in the current stimulus package and education budget cuts. This would be educators and policy makers who care about the effects of not helping out the state and local levels at this point in time. The current aspect of the article provides a very important piece of the puzzle that helps the reader discover how much trouble education across the United States is in. Although not directly targeting Title I, this article is a good example of how a lack of funding at this point would shorten the leash on the amount of available teachers. A lack of teachers relates directly to the other article by Roza, which defines the importance of good teachers and how funding could provide a better retention of them and such would lead to a better use of Title I funds benefiting disadvantaged K-12 schools across the nation. The report here provides a good perspective that should be kept in mind as considerations of funding are put into place because leaving out too much would lead to a devastating trickle affect taking out many programs—starting with the teachers. Numerical figures in the article are only projections and cannot be taken as pure fact of what is to come; however, the numbers give a good idea of what could happen if things were to continue at a rate equal to where it is now (recession wise). This source also gives a good visual aid to compliment the topic. The graphs will be useful in showing a visually how FY predictions are and have been different every year. The charts are also a useful way to organize large amounts of statistical information into a format that viewers can quickly gather from.
