Summary:   Marguerite Roza defines what is known as the comparability loophole, which Roza defends as one of the main reasons the Title I funds have not sufficiently provided for disadvantaged students.  The article also provides possible solutions the new administration should use to fix this loophole problem.

Support:  John Myers, Catalyst-Chicago 2005. This source is used to give reference to funding in Chicago in relationship to what the article is talking about.

            Darlene Lawson, Presentation to the Oakland Public Schools (1972).  This source is a reference to problems after the enactment of comparability provision in 1970.

            A panel discussion in Nov. 2007 at the annual conference of the Association for Public Policy Analysis and Management works as a reference to the where the key considerations have been derived from.

            The sources work together to provide additional research done in this field and how it has correlated to the findings of this new report.  The last source provides insight into where the key solutions were derived and served as a basis for this paper to be written. 

 

Audience and Agenda:  The research is funded by a huge amount of foundations and organizations (Far too extensive to list them all).  However, the funding comes in the form of grants for the University of Washington to continue research in the education field.  The main funding source is the Bill and Melinda Gates Foundation.  The audience is people interested in education reform for the better of all children of levels K-12.  Thus, the audience is educators and politicians looking at policy reform and improving the quality of education in specified divisions.

 

Usefulness:  The source is providing an inside look into the Title I funds and distribution flaws.  The insight defines flaws placed directly in the definition and how it is being used to misallocate funds around the U.S.  The article was created to provide a structured research and findings on a where things in the ESEA of 1965 have gone wrong, why they’ve gone wrong and what exactly is possible in regards to fixing the problems.  Since it is edging towards progression, the article provides a source of recognition amongst policy reformers wondering how to improve current policy at their state or local level education establishments.  Thus, at the federal level this article would be useful to the current administration because they are looking to become more involved in supervising state and local level decisions in the education system—especially with the funds they are providing.  The things left out of this article are more in depth insights into how the federal government can accomplish this and what state and local governments should expect as reform is on the move.  The conclusion covers some of the information on such; however, more would have been a greater benefit to understanding what to be looking for in the future.  The charts in this source are very useful in showing the audience specific pieces of the NCLB law and then tearing them apart as they go.  The images in this source will be useful to give a very basic understanding of what is being addressed as a problem.
