Support:  The support in this article is commentators, parents and people who have made an effort to have their voice heard by the Department of Education.  No specifics of these people is listed but they are used with the purpose of giving reason to possible changes or how those opinions are not accurate; thus, meaning no changes are necessary.  The entire document is giving sections of the Elementary and Secondary Education Act of 1965 that are up for review. This source is helpful in determining specifically, along the course of reading, where more information could stem from in determining what the Department of Education is foreseeing as problems now and possibly in the future. 

 

Audience and Agenda:  Specifically, this article could be a great reference for future secretaries of education to use in regards to the issue of Title I funding issues.  The information seems drastically important to policy reformers at state and local levels looking to improve the quality of education in specific districts and improve the funding and allocations of such districts.  More so however, this article is a political diagram of issues, current and future, that will be addressed as time continues to tick by with problems still existing in specific areas of the education system—specifically Title I.  Thus, the audience seems to be more politicians involved in the education arena than it does with anyone else.

 

Usefulness:  This document is providing first hand information in regards to problems in 2008 regarding the Title I funding structure of the No Child Left Behind laws.  The document breaks down each section that is going to be addressed and then gives clear categories of issues surrounding the section, as well as, whether or not they believe changes are necessary or not.  The information is very useful in getting specific issues that will be looked at over the course of the new administration.  Since the changes took place in November of 2008, the document is useful in determining whether or not those factors were productive or not.  The revisions of the Act are listed at the bottom of the document as a good indication of what to be reading for this article, which is helpful considering many of the issues addressed did not lead to any changes.
